Is there a public-domain read.pl for ISO-standard Prolog?

There is a read.c :-). It can be obtained by anonymous FTP from:
ftp://elis.rug.ac.be/pub/prolog/prolog.parser.tar.Z
It is currently used in BinProlog and a couple of prototype implementations of Prolog.
